About these terms

Kashiwa Help is an independent civic project run by an individual. Who runs it, and its relationship to Kashiwa City, are on the operator page.

The Japanese text is authoritative; the English and Chinese versions are translations for reference.

Accounts

Reading needs no account. Asking for help, reporting a local issue and offering to contribute do.

Registration is limited to people aged 18 or over, and a passkey is required. Keeping your recovery code and your account safe is yours to do.

This site holds no contact address, so losing both the recovery code and the password means nobody can reach that account again — its private records included, and it cannot be closed either.

You can close your account yourself, at any time, from your account page.

What happens to what you submit

You keep the copyright in what you write. Nothing is assigned to the operator.

You give the operator a non-exclusive licence to store your submission, write a version for publication, publish it, and translate it where needed — limited to what running this service requires. It is not used beyond that and is not sub-licensed to anyone.

Records already published remain after you close your account, as the record of a publication decision. They carry nothing that identifies the contributor, and closing the account detaches them from you.

What you must not do

The prohibitions are set out specifically in the submission and moderation policy. In short: do not write information identifying other people, do not assert what has not been verified, and do not impersonate a public body.

Correction and removal

AI alone decides normal issue and proposal publication. The operator may withdraw publication on a legal takedown request, recording its reference privately.

The reason is given to the contributor. Nothing is removed silently.

What is not guaranteed

Accuracy, completeness and currency cannot be guaranteed. City facts, issues and proposals are published by AI governance, not human review; they are not administrative decisions or official positions.

This site is not an emergency contact. If someone is in danger, call 110 or 119; formal municipal procedures belong at the Kashiwa City Hall counters.

About liability

The operator is one person and the service is provided free of charge. What can be done is limited, and no response time is promised.

There is deliberately no clause excluding all liability in every circumstance. A term that also excused loss caused by the operator's own intent or gross negligence is not one that should be written.

Governing law

These terms are governed by Japanese law. No exclusive jurisdiction clause is imposed.

Revisions

These terms are version 2.4, effective 2026-10-11. A revision that changes meaning updates both.
